Annual Workplan

In accordance with the Auditor General By-law, the Auditor General is required to submit an annual workplan to City Council for approval by December 31 of each year. The Auditor General may, at her discretion, prepare a longer-term workplan for submission to Council.

The annual workplan outlines the work the OAG plans to perform, over the term of the workplan, including audits, investigations, Fraud and Waste Hotline administration, and Quality Assurance and Improvement Program initiatives.

Ottawa Police Service

Legislative Authority

The Ottawa Police Service (OPS) is governed by the Ottawa Police Services Board (OPSB).  The definition of “local board” in Subsection 1(1) of the Municipal Act, 2001 (the Act) includes police services boards. As such, the OPSB qualifies as a “local board” of the City of Ottawa in general terms. However, police services boards are subsequently exempted from certain statutory requirements in the Act.

Section 223.1 of the Act provides that the definition of “local board” for the purposes of the part of the Act relating to accountability and transparency, including the role of the municipal Auditor General, does not include a police service board established under the Community Safety and Policing Act, 2019. That said, OPSB Policy CR-9: Audit Requirement states that, “At the discretion of the Chief or Board, external resources, including the Office of the City of Ottawa Auditor General, may be sought to audit or assist in audit processes of the police service.”

On October 23, 2023, the OPSB approved a motion inviting the Auditor General to:  

  • conduct an overall risk and opportunities assessment of the OPS; and  
  • develop an independent audit work plan in order to identify and prioritize opportunities to more effectively and efficiently deliver police services in the City of Ottawa.  

The Office of the Auditor General (OAG) for the City of Ottawa included the risk and opportunities assessment of OPS in its 2024-2025 Work Plan, which was approved by City Council on December 6, 2023. Work on the assessment commenced in early 2024 and has identified key areas to perform audits in the coming years.  The Auditor General is set to present the proposed 2024-2027 Audit Work Plan for the Ottawa Police Service to the OPSB for consideration and approval on May 27, 2024.
